An effective medium theory is developed to study the effective permittivity of a system of C60 molecules. We use a two-dimensional, spherical, two-fluid hydrodynamic model to describe the linear response of the p and r electrons over the each C60 molecule. A general expression for the electromagnetic wave attenuation coefficient of the system is then deduced, and its functional dependence on the filling factor is presented. Furthermore, the dispersion characteristics of electromagnetic oscillations of the system are studied.
